攀枝花学院学报

智慧居家养老服务平台作为人工智能时代运用数字信息技术而创新的一种综合型养老服务平台模式，是积极应对人口老龄化问题、推进传统养老模式革新、构建现代和谐社会的可行之举，在运作过程中展现了丰富的实践样态。其平台构建的可行基础主要有以居家养老需求为导向的市场基础、以数字技术革新为动力的技术基础、以政府政策扶持为保障的制度基础。然而，近年来的相关实践表明智慧居家养老服务平台在构建过程中依旧面临政策碎片、技术壁垒、监管缺失、服务滞后、主体缺位等现实难题。为解决这些问题，需要健全政策体系安排、完善信息管理机制、巩固监督评估体系、强化养老资源配置、激发各方内生动力，以更好地助力平台实现长远化发展。

The smart home-based elderly-care service platform,as a synthesized innovative elderly-care service platform model employing digital information technology in the era of artificial intelligence,is a feasible measure to actively address the issue of population aging,promote the innovation of traditional elderly-care models,and build a modern harmonious society. The platform has demonstrated a rich variety of practical manifestations during its operation. The feasible foundations for its construction mainly include a needs-oriented market foundation featured by home-based elderly-care services,a technological foundation driven by digital technology innovation,and an institutional foundation guaranteed by government policy support. However,practices in recent years have shown that the construction of the smart home-based elderly-care service platform still faces practical challenges such as policy fragmentation,technological barriers,lagging services,and absence of key participants. To solve these problems,it requires the improvements in the policy system arrangement,consummating the information management mechanism,optimizing the allocation of elderly-care resources,and stimulating the internal incentives of all parties to better promote the long-term development of the platform.
